The Nigerian Customs Service, NCS, authorities at the Ports and Terminal Multi-purpose Limited, PTML, in its Roll-on-Roll-off, RORO, operation has said it is presently recording about 75 percent compliance with NCS procedures and requirements by the port users.
The Customs Area Controller at PTML, Comptroller Florence Dixon, who dropped the above hint in her office, explained that regular stakeholders’ engagement and proper information utilization remained the critical tool in achieving compliance in trade facilitation, customs formalities and port services.
She noted that the second essential element in achieving compliance and trade facilitation is patriotism on the part of both importers, their clearing agents and all government officials involved in port business.
Her words, “I will say 75percent compliance because you still find some loopholes. We are trying gradually with the enlightenment, collaboration and communication by interacting with them every time. We also hold meetings with them reminding them about the rules and why they must stay compliant at all times.
“Very many are complying but you will still find some minute number of people attempting to do it wrongly here and there but we are on top of the game. Our vigilance is high and will continue to increase. Our national security and our national economic growth is dependent upon compliance and the innate patriotism we carry within us. So, it is a duty incumbent on all of us, if you are not compliant, the law will take care of you.’’
Asked to what extent x-factory prices of imported vehicles influence duty calculation and collection at her command, she said:
“I think it’s the same everywhere. We rely on x-factory price for duty collection on used vehicles mainly. For brand new cars they require PAAR (Pre Arrival Assessment Report). Sometimes if we notice that there are differences or we are not satisfied, we can query and adjust the value appropriately, to prevent revenue losses.
“As a revenue generation area command, I can say that we have a high level of compliance by our trading community and stakeholders here. We don’t have any seizures per say, seizures occur when compliance is low.’’
